A state of emergency has been declared in some areas of the Novosibirsk Region due to prolonged rains. This was announced at an operational meeting with Governor Andrei Travnikov, which took place on September 9. Agriculture Minister Andrei Shindelov reported that a state of emergency has already been declared in 12 areas, and a state of high alert in 8 areas. He also noted that the harvesting pace is low. According to the head of the Ministry of Agriculture, forage harvesters are having difficulty moving across the field due to the low bearing capacity of the soil. In addition, the capillary moisture capacity has been completely exhausted, and moisture remains on the surface. The introduction of a state of emergency allows farmers to contact the Ministry of Agriculture with proposals to change the harvesting campaign targets. Agricultural organizations that have concluded crop insurance contracts can apply for payments, apply for assistance and subsidies. This will help farmers minimize losses.
