Comparing June 2026 to June 2025, despite the zeroing of the wheat export duty, logistics for exporters overall became more expensive. The main increase was due to the rail component. Effective January 1, 2026, freight rates were indexed by 10.4%, which directly impacted the cost of delivering grain to export terminals.
According to market analysts, in the 2025/26 season:
- grain truck rentals increased by approximately 22%; - the cost of delivering grain from central regions to export ports increased by approximately 14%; - in certain periods, the cost of transporting grain by rail to the port of Novorossiysk was 36% higher than in previous quarters.
Moreover, grain exports by rail in the 2025/26 season turned out to be among the highest in recent years, further increasing the burden on infrastructure and rolling stock.

June 2025 — up to 652.5 rubles/t June 2026 — 0 rubles/t
Therefore, the main paradox of 2026 is that the export duty has virtually disappeared, but the savings are partially offset by increased logistics costs. For exporters today, transportation costs, railcar availability, terminal utilization, and route speed are much more important than the duty amount.
